Given the increasing number and intensity of interactions and interdependencies between different infrastructure systems, the current practice of mono-sector infrastructure planning is lagging behind events. Yet, even if governments were enlightened and willing to take a cross-sector perspective, it would be hard to provide them with the evidence needed for cross-sector infrastructure planning and policy making. While some promising modelling approaches have been demonstrated, many questions remain for the future. How to stage integrative cross-sector approaches to planning, implementing, operating and governing infrastructure systems, especially with a view to the new infrastructure needed to accomplish Net Zero and Circularity goals? What methods and models can support decision makers in government and industry in taking an integrative view to infrastructure?
